As these bars are owned by larger companies they are restricted to brands they are able to stock/sell/purchase. In San Francisco on Geary leaving Union Square, just hardly a block past Hotel Monaco/Grand Cafe on the same side, left, I found a bar with high ceilings and very open, with shelves behind the bar stocked of some nice whiskies. Too bad I didn't stay, or make it back. In the Mission District, (great laid back place for bars, restaurants, etc), is a place called Range, stocking mostly Bourbon, or maybe only Bourbon. Otherwise, the craze hasn't really caught on there yet, "it's" still an old man drink maybe.

SWIG is the one you speak of--Geary and Taylor. I love that place. The prices aren't bad and the bartenders will pour you a giant dram if you tip well.
There are a few other good whisky bars in SF.
For Los Angeles, I would try the bar at the Ritz maybe? L.A. and Orange County are not the best places for quality drinks (I recently moved from OC).
