Voting might be nice for the newer members and hopefully it will make them feel like they have a say. I really like the idea of a distillery being eligible after 12 months. I can't wait to redo Talisker, Lagavulin or Ardbeg. Also I think it will help increase participation as newer members are more likely to have one of those three than Old Pulteney (though good it doesn't have tons of expressions and isn't super common) or Glen Grant (which is just about impossible to find an official bottling of in the US, though there are some nice IB's).
