WWII-Vintage House Of Lords?

I've got a sealed bottle of House Of Lords scotch whisky with a sticker on it reading: "Due to temporary war-time regulations, product is thirty under-proof. Quality is the same."
What on earth does THAT mean? Does this stuff have any collector value?

I'm sure that it does have some collector value. During the War they allowed whisky to be bottled at under 40% to stretch stocks and help earn foreign currency.
