Because ebay.com doesn't allow the sale of alcohol? Then he should go to ebay.de where one can sell alcohol quite legally.

This auction IS on www.ebay.com (see link kindly mentionned by Efman --Thanks!).
The language you speak of is standard boilerplate when you sell alcohol on ebay and is required as per their rules. Check it out.
