I have an unopened 4/5 bottle of VO with a seal that says 1933. Does it have any value?

Unfortunately Seagrams VO has never been very collectable and is not considered a great Canadian whiskey but a bottle of that age will surely have some value just don't expect huge money. Sorry I can't give you a valuation though.
